Where are these codes to redeem? I've never used this feature in the Marketplace. What kind of things have been redeemed in the past?

Should I get the Sylphin Fission Blade or wait? I read someone say there's a higher Artifact that gives more ARP for Steam Quests. Is it worth waiting for it or should I get the Sylphin Fission Blade? I'm new to Artifacts; I'm trying to learn.
