I'm pretty sure the starter pack package includes no DLC, and the DLC you're seeing are DLC given away for older games, ported to Train Sim World 6

Train Sim World 5 and some of its DLC were given away last year, and those DLC packages automatically grant you the Train Sim World 6 version etc.
