I think it would. However, you have to upgrade it for the max effect. You don't need to do so for The Stanley Excavation set, though you need to max upgrade for other perks.

It should, both maxed should give 17% discount, only way to get higher is having all 3 discount artifacts, the 3rd being ultra rare artifact that gives 5% discount max: https://na.alienwarearena.com/ucf/show/2167784

The caveat with sets though, is you can't have other artifacts. So you can't stack anything. So that means sacrificing the set for other perks.

the discounts are multiplicative instead of additive, so its not 15%+2%, but 15%+(2% of the remaining 85%)

It does stack so it lets you have 1 slot still available compared to the Stanley Excavation complete set to equip another artifact.
